(This article is about Jack Gerritsen of Bell, CA who had the amateur radio callsign KG6IRO)

Jack Gerritsen was well known in Southern California for jamming radio communications. Here is a timeline:

December 1999
Arrested by the CHP for jamming police radios from his home in Bell, CA.

June 2000
Convicted of the above charge. Placed on probation.

June 2001
Applied for an amateur radio license. Issued a Technician-class license
with the callsign KG6IRO.
Almost immediately the FCC received complaints about his on-air behavior
so they rescinded his license based on the complaints and because of
his earlier conviction.

July 2001
Local police forwarded more complaints about his on-air behavior to the
FCC. Again the FCC advised him that his license was not valid.

January 2002
Arrested for violating his probation (illegally using radios), sentenced to 18 months in prison.

June 2003
Released from prison, he begins jamming police radio, ham radio, and business band radio.

November 2003
FCC traces the illegal transmissions as originating from his home. The FCC cited him for using a radio without a license.

February 2004
FCC traces the illegal transmissions as originating from his home (again). The FCC issued a $10,000 fine against him.

June 2004
FCC traces illegal transmissions jamming the 147.435 repeater as originating from his home.

July 2004
FCC receives complaints that he is jamming the 146.985 and 147.105 repeaters.

September 2004
FCC receives complaints that he is jamming a Catalina Island repeater
net, traces the transmissions as originating from his home.

October 2004
FCC receives a complaint that he is jamming a Catalina Island repeater
while it was being used by the Coast Guard in an attempt to reach a ship
that had lost radio contact and was in possible distress. FCC traces
the jamming transmissions as originating from his home.

December 2004
The FCC issued a $21,000 fine against him for jamming ham repeaters from June 2004 to September 2004.

January 2005
The FCC issued a $21,000 fine against him for jamming the Catalina Island repeater in October 2004.

February 2005
He is observed jamming an American Red Cross radio net and an Army MARS radio net.

May 2005
The FBI and FCC pay him a visit at his home in Bell, CA. He is arrested and his radio equipment was confiscated.
He is indicted with six federal charges in regard to using a radio without a license and jamming radio transmissions.

July 2005
He is sentenced (in state court) to 4 months in jail. These were state charges separate from the FBI/FCC federal charges.

December 2005
He is convicted on various charges from the May 2005 arrest.

September 2006
He is sentenced to 7 years in federal prison.

July 2009
He appeals his conviction claiming the government erred in allowing him
to represent himself in court. The appeals court upholds his conviction.

Illegal use of licensed radio spectrum (also known as bootlegging in CB circles) is fairly common and takes several forms.

Unlicensed operation—Particularly associated with amateur radio and licensed personal communication services such as GMRS, this refers to use of radio equipment on a section of spectrum for which the equipment is designed but on which the user is not licensed to operate (most such operators are informally known as “bubble pack pirates” from the sealed plastic retail packaging common to such walkie-talkies). While piracy on the US GMRS band, for example, is widespread (some estimates have the number of total GMRS users outstripping the number of licensed users by several orders of magnitude), such use is generally disciplined only in cases where the pirate’s activity interferes with a licensee. A notable case is that of former United States amateur operator Jack Gerritsen operating under the revoked call sign KG6IRO who was successfully prosecuted by the FCC for unlicensed operation and malicious interference. A subcategory of this is free banding, the use of allocations nearby a legal allocation, most typically the 27 MHz Citizen’s Band using modified or purpose-built gear.

Inadvertent interference—Common when personal communications gear is brought into countries where it is not certified to operate. Such interference results from clashing frequency allocations, and occasionally requires wholesale reallocation of an existing band due to an insurmountable interference problem; for example, the 2004 approval in Canada of the unlicensed use of the United States General Mobile Radio Service frequencies due to interference from users of FRS/GMRS radios from the United States, where Industry Canada had to transfer a number of licensed users on the GMRS frequencies to unoccupied channels to accommodate the expanded service.

Deliberate or malicious interference—refers to the use of two-way radio to harass or jam other users of a channel. Such behaviour is widely prosecuted, especially when it interferes with mission-critical services such as aviation radio or marine VHF radio.

Illegal equipment—This refers to the use of illegally modified equipment or equipment not certified for a particular band. Such equipment includes illegal linear amplifiers for CB radio, antenna or circuit modifications on walkie-talkies, the use of “export” radios for free banding, or the use of amateur radios on unlicensed bands that amateur gear is not certified for. The use of marine VHF radio gear for inland mobile radio operations is common in some countries, with enforcement difficult since marine VHF is generally the province of maritime authorities.

In ZL a man has been sentenced for supplying illegal radio jamming transmitters after a combined effort between government agencies.
The man admitted supplying radio jammers and transmitting outside the terms of his radio licence and was fined $2000 in Porirua District Court last month.
This is a good example of government agencies working together to reduce crime in the community, says Radio Spectrum Management National Compliance Manager, Chris Brennan.
Radio jammers are increasingly being used as part of criminal activity. Our team of inspectors works hard to stop criminals getting access to this type of equipment.
New Zealand’s Ministry of Economic Development laid charges under the Radio Communications Act after Police found the transmitters during a house search for drugs.

do you need to show apparatus assignment to buy a transceiver here in Malaysia ?
adakah kita perlu untuk menunjukkan penguntukan radas semasa membeli radio di Malaysia ?
