Malaysia’s License-Free Walkie Talkie Frequencies: The 2025 MCMC Update You Need to Know

If you use walkie talkies for convoys, hiking, events, or work sites in Malaysia, the rules just changed again. MCMC released Class Assignment No. 2 of 2025, effective 24 June 2025, and it confirms what many hobbyists didnโ€™t want to hear: 477MHz is officially dead.

Hereโ€™s the no-BS breakdown of what you can legally use without a license today.

1. First, What Is a “Class Assignment”?

MCMC doesnโ€™t give individual licenses for walkie talkies. Instead, it issues a “Class Assignment” that says: Anyone can use these frequencies IF you follow all the rules. Break the rules and your radio becomes illegal, even with a SIRIM sticker.

The newest version is Class Assignment No. 2 of 2025. It revokes the Jan 2025 version and is the law as of 24 June 2025.

2. The ONLY License-Free Frequencies for Public Use in 2025

From Fourth Schedule โ€“ Personal Radio Service (PRS) Device:

Option A: CB 27MHz โ€“ The Old School Choice

  • Frequency: 26.965 MHz โ€“ 27.405 MHz
  • Channels: 40 channels, AM/FM
  • Max Power: 4W ERP for AM/FM, 12W for SSB
  • Pros: Long range in open areas
  • Cons: Huge antennas, noisy, lots of interference
  • Note: Channel 9 = Emergency, Channel 11 = Calling

Option B: PMR446 โ€“ The New Malaysia Standard

MCMC has fully adopted PMR446, same as Europe, Singapore, Thailand.

Analog PMR446

  • Frequency: 446.00625 MHz โ€“ 446.09375 MHz
  • Channels: 8 channels, FM
  • Max Power: 0.5W ERP

Digital PMR446

  • Frequency: 446.103125 MHz โ€“ 446.196875 MHz
  • Channels: 16 channels, 4FSK
  • Max Power: 0.5W ERP
  • Pros: Clear audio, small antennas, more privacy
  • Range: 1-3km in city, 5km+ in open area

3. 477MHz Is Gone. Stop Using It.

If you bought a “license-free” 477MHz radio years ago, itโ€™s now illegal. Class Assignment No. 2 of 2025 does not list 477MHz anywhere for PRS.

Why the change? MCMC is harmonizing with international PMR446 standards. It means cheaper radios, easier cross-border use, and less interference with commercial spectrum. But it also means your old 477MHz sets are obsolete.

Using 477MHz now = operating outside the Class Assignment = offense under the Communications and Multimedia Act 1998. Fine up to RM50k or jail.

4. 7 Rules to Stay Legal with MCMC

  1. SIRIM/MCMC Label is Mandatory โ€“ No sticker = illegal radio. Check before you buy
  2. 0.5W Max for 446MHz โ€“ That 5W Baofeng UV-5R is NOT license-free
  3. No Antenna Mods โ€“ Canโ€™t swap to a bigger antenna to boost range
  4. No Encryption โ€“ PRS channels must be open
  5. No Phone Patch โ€“ Canโ€™t connect your walkie to a phone line
  6. 180 Second TX Limit โ€“ For voice, max 3 minutes per transmission
  7. Donโ€™t Be a Jerk โ€“ No harassment, hoax calls, or jamming. Channel commandeering is only for emergencies

5. What Radio Should You Buy in 2025?

Look for these keywords: “PMR446” + “SIRIM Approved”.

Safe picks:

  • Motorola Talkabout T82 Extreme PMR446
  • Hytera AP510 PMR446 Version
  • WLN KD-C1 PMR446 Version

Avoid: Any radio that says “UHF 400-470MHz programmable” or “136-174/400-470MHz”. Sellers claim theyโ€™re “license-free if you set to PMR446”, but if it can transmit outside 446MHz at >0.5W, MCMC considers it a controlled item. You need an Amateur license for those.

6. “But 0.5W Is Too Weak!” โ€“ Your Options

If PMR446 range isnโ€™t enough, you only have 2 legal paths:

  1. Get an Amateur Radio License (9M/9W) โ€“ Pass the RAE exam. Then you can use 50W on VHF/UHF ham bands and repeaters that cover whole states
  2. Apply for Apparatus Assignment โ€“ For businesses/events. Expensive, lots of paperwork

As of 24 June 2025:

  1. Legal: 27MHz CB & 446MHz PMR446 only
  2. Illegal: 477MHz, 446MHz radios without SIRIM, any >0.5W handheld without a license
  3. Check your gear: If your current radio is 477MHz, retire it

MCMC does spot checks at convoys and events. Donโ€™t risk your radio being confiscated.
